Small changes to the proximity chat

As much as I love the proximity chat and the way it was implanted into the game, I would just like to make it so if you’re in a base or even if you don’t have the rebreather, the voice sounds normal and not like it’s through a radio cause it’s a bit weird to be in front of your friend inside your base without rebreathers on and still sound like you’re talking on the radio

The rebreaher isn’t a radio, it’ll sound radio-ish even if they don’t have one on
