Allow structures to be built through floor of half round room

The half round rooms have a big enough floor area (I’ve put bioreactors there and whatnot), but building through their floors seems to be off limits. For example, I’ve tried to stack half rooms on top of each other with a ladder connecting them but that’s not allowed. Also extending my moon pool into them doesn’t work.

I think this is a bug
