Give creatures that actively hunt smaller fish the ability to actually hunt them for example the cerathecan. Its hunting nonstop and cant kill anything. Similar with the nibblers they cant actually kill any fish and consume it. Since players wont be getting the ability to kill i thought this was a good idea.
